Former Vice President Joe Biden delivered a fiery speech about sexual assault to students at George Mason University in Virginia on Wednesday, telling the crowd, “Guys, a woman who’s dead drunk cannot consent. You are raping her.”
Biden visited the campus as part of the It’s On Us campaign, and was joined by 13 Reasons Why star Alisha Boe and the Netflix series’ executive producer, Joy Gorman Wettels, who both also delivered speeches, according to the Washington Post.
“We got to talk about this,” said Biden. “Consent requires affirmative consent. And if you’re too drunk to be able to consent, it is not consent.”
The former vice president, 74, encouraged the students to “change the culture,” noting that “college campuses are communities. And the place where people’s attitudes are affected, changed, altered, impacted, are within communities.”
Biden and former President Barack Obama launched the It’s On Us initiative in 2014, asking college men and women to make a commitment to ending sexual assault on campuses.
Speaking about the campaign last year, Biden told Jimmy Fallon, “We gotta change the way we think about [sexual assault]. I’m convinced the vast majority of men understand and it’s about time we speak up and we intervene when we see it.”

According to the Post, Wednesday’s event was Biden’s 10th since the campaign’s launch. Later that night, he received a standing ovation while attending a Washington Wizards game in the Capital.
