A South Carolina mother is being investigated by the Department of Social Services after publicly shaming her son in an unusual way at a Walmart over the weekend.

On Saturday, a woman was allegedly found “parading her young son around Walmart with a shaved head” while dressed in women’s clothing, according to a Rock Hill Police Department report obtained by PEOPLE.

The unnamed child was dressed in a tutu, women’s boots, women’s undergarments and a T-shirt that had “permanent marker writing underneath,” the report says.

When they arrived on the scene, police noticed the boy’s head was shaved bald in an “unusual manner” with “a patch of wig on the front of his head” and the word “BAD” written in all caps on the back of his head.

Upon questioning, the unnamed mother told police that her son, who has behavioral issues, was being punished for starting fights and making homophobic remarks in school.

Police say that the mother said corporal punishment wasn’t working so she hoped embarrassing him in public as punishment would.

Though she was not arrested, officers did inform the woman that this was not an acceptable form of punishment.

Rock Hill Police later turned over the case to South Carolina Child Services.
