On Sunday night, those closest to Billie came together to honor the little girl with a vigil.
Balloons, flowers, candles, stuffed animals and photos were set out to help memorialize her in front of the house where she died.
"I just want her to be remembered as a sweet young girl, and she didn't deserve this," Billie's cousin, Deanthony Reaves told ABC10. "She's definitely in a better place. It's sad for us, but she's in a better place."
"I want you all to know that she's a loving and caring little kid," Reaves noted, according to KCRA.
As authorities continue to investigate, Billie's family waits for answers.
"We just want justice for her, by any means necessary," Carolyn Bryant, Billie's grandmother said. "We just want justice."
