Police are still investigating the accidental death, and say charges could still be filed

An 11-year-old boy accidentally shot his 12-year-old brother on a camping trip in Ohio last Friday evening when the boys were taking target practice.

Carroll County Sheriff Dale Williams confirms to PEOPLE that Joseph Bailey died when a revolver his younger brother was “messing around with went off, and hit the 12-year-old victim in the head.”

Williams says the incident is still under investigation, pending the medical examiner’s office’s determination of the official cause of death. Williams did reference the shooting as an “accident.”

According to Williams, the two boys were in Carrollton, Ohio, for a camping trip with their adoptive father. All three were visiting the father’s friend, who owns a large expanse of land, Williams says.

The dad wanted to teach the brothers from More, South Carolina, “the proper use of firearms,” says Williams.

“It was one of them things that happens, I guess,” Williams tells PEOPLE. “I guess it shouldn’t happen but it did.”

Williams says criminal charges could be filed in the case, depending on the outcome of his office’s investigation.
