The country singer and her fiancé are like "two 15-year-olds in love," adds the friend

Now that country star Sara Evans is engaged to Jay Barker, a former University of Alabama football star who hosts a morning radio show at WJOX in Birmingham, his pal and fellow radio host Paul Finebaum couldn’t be more thrilled.

“I remember sitting with him a year ago and I never saw a more unhappy, devastated person in my life,” Finebaum tells PEOPLE of Barker, who was divorced his wife, Amy, last summer. (They have four kids.) “Today, it’s like watching two 15-year-olds in love for the first time. This isn’t a good thing, this is a great thing. It’s an out-of-this-world thing!”

Finebaum says Barker popped the question to the Dancing with the Stars alum a few weeks ago in New York City: “He said he proposed in a little park where they had their first date.”

Evans, 37, whose own divorce was finalized in September, and Barker, 35, met through mutual friends and started dating in early fall, says Finebaum. “He had these puppy dog eyes talking about her,” he says. “She’s got a number-one hit on her hands if someone can write a song about their love story.”

Until then, she’s got a number-one fan in Barker, who told her, “You are the best person I’ve ever been around in my life,” when Evans called into his morning show Tuesday morning to chat about their summer wedding plans.

“If you had asked me this time last year if I thought I’d be sitting here engaged to the most amazing man I ever met I would have just laughed,” said the singer, who has three kids of her own. “I feel so blessed!”
