Five months after a celebratory press conference with Robert De Niro and Miramax Films to trumpet a $150 million studio complex at the Brooklyn Navy Yard, Mayor Rudolph Giuliani said Wednesday that the city is doing business with someone else. It has instead decided to sign with Steiner Equities of New Jersey and New York Studios to build a $120 million studio complex at the former shipbuilding center that closed in 1966. Construction is expected to begin within a few months. Mark Rosenbaum, president of the city’s Brooklyn Navy Yard Development Corporation, said the city “never got a commitment from the De Niro people.”
