It’s New York City just after World War II. A police task force is taking on the mobsters in Murder Inc. At least that’s the idea. But this clunky TV movie, with its tangled plot and comic-book, tough-guy dialogue, is a flimsy piece of make-believe. Characters are laboriously introduced and then disappear as completely as if they owed you money. Clancy Brown, a heavy in such movies as Shoot to Kill and Highlander, is miscast against type as the two-fisted hero of the title.
